Library Policies
The City’s library is operated under the authority of section 18900 et seq. of the California Education Code, and is managed by a Board of Trustees. Under the authority of Education Code section 18919, the Board of Trustees is empowered to make and enforce all rules and regulations necessary for the administration, government and protection of the library.
Library Cards
Adults and children over 16 need to show a photo identification with name and verification of current apress. Children under 16 need a parent or guardian signature. First card is free. Replacement fee for lost card is 50 cents. St. Helena Library cards are valid at any SNAP (Solano, Napa and Partners) Library.
Loans
All materials, excepting "STARS DVDs" circulate 21 days (3 weeks). STARS DVDs circulate for 7 days (1 week). Materials borrowed from other SNAP libraries may have a different loan period. Maximum number of items a patron can have checked out is 50. Patrons are asked to restrict their borrowing of STARS collection items to one item per library visit.
Returns
Library material may be returned to any SNAP Library.
Renewals
Library material may be renewed online, in person or by telephone for two apitional check-out periods unless someone has placed a hold on the title. Interlibrary loans beyond SNAP (including SuperSearch) may not be renewed.

Adult material .20 cents per day
Young Adult material .20 cents per day
Children's material no charge
Maximum fine $6.00
Lost material Cost of item plus a $6.00 processing fee
